These are precompiled LLVM dynamic link libraries. One for AMD64 architecture and one for IA32.

To use these DLL's you should copy them to corresponding system folder or to your project output folder.

Than you can download C# binding source code from "Source Code" tab and start some playing with LLVM from your favorite .NET language. As it is in early development stages, you may also need to refer to LLVM documentation or even source code (to add missing functionality).
